The IWXXM development team would be happy to be able to re-use the official TSML XML Schemas, as many required things are already there. We do need a bit of extensions to both TSML and SWE Common, but some of them could be general enough to be candidates to the new TSML version, such as the RecordTVP, RangeTVP and DistributionRecordTVP which extend the TSML TimeValuePair to provide a lists (record) of simple values for each time step, as well as descriptive statistics for value distributions of observable properties of each time step, intended to be used to probabilistic weather forecast data. Examples of all these are given on the wiki page.
Yeah, a GitHub repo will do fine by me. It would probably be a good idea to agree on how the CRP processing (https://docs.ogc.org/pol/05-020r29/05-020r29.html#change-request-proposals-crp-to-an-ogc-standard) will can be distinguished from other TSML development issues.

I could only find two CRs related to TSML from http://ogc.standardstracker.org/requestlist.cgi?quicksearch=TSML, these refer to version 1.0 (15-042r3), but none versions 1.1, 1.2, 1.3 or 2.0.

I have prepared a GitHub wiki page for with the details on the TSML 1.3 XML Schema profiling/extensions for the aerodrome weather forecast / observation timeseries at https://github.com/team-sx/iwxxm-sx/wiki/Proposed-TSML-profile-for-aerodrome-forecast-and-observation-timeseries
Complete examples and schema files can be found in the GitHub repo we are using for drafting the future IWXXM version is at https://github.com/team-sx/iwxxm-sx/tree/amf (I believe the "amf" branch stands for aerodrome meteorological forecast). We are currently using copies of the TSML 1.3 schema files (https://github.com/team-sx/iwxxm-sx/tree/amf/externalSchema/schemas.opengis.net/tsml-iwxxm/1.3) as we have made some provisional modifications to them listed in the wiki page above.
