Since there is real data about electrical energy exchange between Germany and foreign countries, this data should be downloaded and stored in order to be used in eTraGo later on.

A new table in powerd-data will be created: egon_etrago_crossborder_flows. This table will have a column for each foreign country with a direct AC or DC connection to Germany. These columns will have the exchange power flow assumed as positive when the flow goes in the direction of Germany.
