A quick summary of the current status:
We will use a random noise on electrolyzer expansion costs to be able to find alternative locations with similar effects on the grid.
In addition, we might use MGA to find the maximum available electrolysis capacity.
The amount of avoided redispatch by electrolysis will be derived from the results from the market and grid optimizations (see #716 (comment)), so we will implement functions to interpret the results but nothing in the optimization itself.
New functions are implemented on the branch related to #716
