fix: only one in-course experience sidebar can be open at a time failing #1519

Expected behavior
Only one sidebar can be opened at a time. When I expand a second sidebar while the opposite sidebar is open, the second sidebar expands while the other collapses.

Actual behavior
When I expand a second sidebar while the opposite sidebar is open, the second sidebar still open.

Steps to reproduce
Given I am a user enrolled in a course on an in-course experience page on an instance with the courseware.enable_navigation_sidebar is enabled. When I expand a second sidebar while the opposite sidebar is open, the second sidebar still open.

Solution:
The sidebars will open one at a time.

@farhaanbukhsh - This PR puts in a fix that we don't want. The issue was the test wasn't clear - the learner absolutely should be able to expand multiple sections/subsections in the left sidebar. I think the test explaining that the user shouldn't be able to open 2 sidebars at once was confused. The user should not be able to open the LEFT and RIGHT sidebar at the same time, but should be able to expand and collapse anything they need to in the left-sidebar nav. Can we please revert this PR?

@crathbun428 sure I can do that and I think it's a bit of my fault as well I got a bit confused with the behaviour as well. Also the original requirement would need to have a product review as well since it affects the user interaction. I will revert this commit @jciasenza .
