Enable the staging functionality to import data collected by NetBox for Serial numbers

Be able to use the staging functionality like demoed by IP Fabric in the NetBox February 2023 community call.

Describe the solution you'd like
Start small with something like serial number validate/sync. I am not suggesting an expansive feature that makes this an auto-updating state reconciliation, but more of a helper function to validate and possibly import into staging. The view could be similar to how interface connections in netbox are shown against lldp neighbors from NAPALM.

You can use the common get_facts function and pull out the serial number.

Additional context
It makes sense to attempt this feature in a limited fashion given netbox-napalm is sort of an example plugin for others to model off of to create their own plugin.
