No explorer link on failed txs

Describe the bug

When sending any transaction that fails on-chain, there is no explorer link included, and the explorer link is only available when a transaction succeeds. I think it's more important to have the link to the tx on explorer when a transaction fails than when it succeeds to be able to debug.

To Reproduce
Steps to reproduce the behavior:

Send tx that will fail through CLI

Expected behavior

Explorer link to the failed tx is returned in error output
