new report: MU summaries put into context of MLRA ranges #83

This new report would display data collected from MU samples (e.g. mu comparison report) in the same context as pre-sampled data from a user-defined set of MLRA.

The report would include a subset of the content found in the MU comparison report, without any of the QC output.
