Consider using filtered subscription on error stream

Filters weren't available when this tool was built.
Filtering for debug-tagged messages in the error subscription will decrease number of function calls. This might slightly decrease the cost (although we still pay for all messages seen by the subscription filter) and latency (big maybe - most likely if there are some traffic spikes).
