No auto translation for some items in Windows 11 pro 24H2 build (nilesoft shell v1.9.18)

For some reason, the translation of the taskbar context menu is only applied in build 22H2:

And this is what it looks like on the 24H2:

The rest of the menus are fine, only the taskbar menu is affected by the problem.

Tried uninstalling completely with all configs, no help. Also tried removing English from the system, also no effect.

Microsoft replace shell components with XAML resources. the titles can not be retrieve from the os (respectively, they do not recognize the language)
