"rollout install" option?

Perhaps an option could be added to "rollout" but using the full CPAN installation process? The current process makes assumptions about installed files, and I need the local directory to be properly installed, so I instead do a process of carmel package followed by cpanm -L local from the vendor directory, and it works great. It would be nice if this could be done as a built in command.
