I am ABSOLUTELY NOT authoring a distinct authoring guide for JIS.

Find someone else to do that. You may well have a structure you can do that in, with includes and whatnot, but I am not taking that on. Given how only some flavours have authoring guides, what you need to do is roll out a methodology for adding them, and add them in one go.

We only have authoring guides for IEEE, IHO, OGC. For you to require an authoring guide for JIS, and not ISO, BSI, IEC, flavours far closer to JIS, is insane. I am not enabling ad hoc bullshit. If there are going to be authoring guides, they will be written for all flavours, and they will be substantially automated and built on includes.
