After installing BoltzTraP in CI, turns out the BoltztrapPlotter is completely broken after #3237, see the CI log.

The entire TestBoltztrapPlotter has been skipped for now.

Note: we need to examine the generated plot to really determine whether it's "fixed", cannot just rely on CI passes for plotters.
