Add Python bindings for TinyUSDZ.

And to support various languages, we may first better to provide C API for TinyUSDZ.

There is experimental C API : https://github.com/lighttransport/tinyusdz/blob/dev/src/c-tinyusd.h
And experimental Python bindings: https://github.com/lighttransport/tinyusdz/tree/dev/python
