Joplin Stalls Syncing After Resume from Hibernate in Windows

Current behaviour

1. Windows is put into hibernation (Joplin running in the background)
2. Resume Windows from hibernation
3. Open Joplin (which is already running in the background)
4. Bottom left: the Synchronization button reads "Cancel" and is spinning
5. Joplin will continue to try to sync indefinitely without success (continues to spin without progress).
6. Clicking the Cancel button will change the sync status to "Cancelling..." but it will continue to try and sync/cancel indefinitely.
7. File | Quit is required to close Joplin Desktop
8. Re-running Joplin Desktop resolves the problem and everything syncs normally.

This has been an issue with Joplin Desktop versions for as long as I can recall. It only happens when resuming from hibernate.

Expected behaviour

Joplin Desktop should sync after resuming and then perform as usual.
