[ISSUE] Portable exe not portable?

I assumed Portable exe would just have all it's config / preferences etc files in the folder it's launched from.
I put non-essential / miscellaneous programs in D drive ...putting portable exe in ---
D:\UserPrograms\CrossOver\CrossOver-Portable-3.3.4.exe

Still creates a folder in AppData\Roaming\ folder.

Is there something I should be doing? creating a "data" folder like VS Code needs or something?
