CI: Cache grcov crate dependencies #607

Description

The grcov build in generate_coverage.yml is not getting cached.
This results in higher CI usage than required.

To Reproduce

Reproducible using the test data located here: https://github.com/kdheepak/taskwarrior-testdata/

Steps to reproduce the behavior:

Open a PR
Run the CI pipeline at least two times
Check the CI action for the PR to see if grcov get's recompiled from source or if it gets pulled from cache.
