Add environmental variable to disable job reaper or make it quit and not spam slack

EE2 Held Job reaper failed for https://appdev.kbase.us/services/ee2 (job Unknown), JobEventLog not initialized. Check the debug log, looking for ReadUserLog or FileModifiedTrigger. (Or call htcondor.enable_debug() and try again.). Please check it out
