It feels weird to me for jenkins to use other CIs. If you want to go down the route of jenkins doing it,
https://github.com/halkeye/jenkins-shared-library/blob/master/vars/buildHelmChart.groovy is probably useful, though I don't do the mono repo style, I did a org.

You're right, it was one of my first implementations, to be revised.
I'll look at your shared pipeline, and will probably incorporate it in https://github.com/jenkins-infra/pipeline-library
