Create a setting that acts just like follow_mouse=2, except keys that are bound act like follow_mouse=1.

The reason for this feature is the use of very glidey mice. This setting would help prevent unintentional focus loss while still providing the convenience of mouse-follow focus when closing or interacting with windows.
