Notify users with incorrect missing geocoding

Context

Users with incorrect geocoding (missing lat/lon) will be excluded from the matching criteria. For transparency reasons, we have to notify them so that they can take action and fix the address information.

Proposed solution

• Service that periodically runs, checks users with missing lat/lon and notify them.
• Alert banner on /profile page to warn users when geocoding is incorrect.
