implement 'region' based layering - i.e. you can place "this type of thing" "here" in this particular image #4

can just define a set of polygons as metadata to images and then classify that region as alloying a certain thing.

by default all images allow anything everywhere, say.

we can come up with a json format for this i guess, and use the shapely business or whatever.
