Bulk loaded contribution dates import incorrectly

Description

When bulk importing contributions to the Portland Small Donor Elections site (https://openelectionsportland.org/). The contribution date is set to the day before the date set in the CSV file. For example, when the date in the CSV file is set to "2023/11/01", the date actually gets set to "10/31/2023".

Steps to reproduce

Use the "Bulk Add Contributions" button to import the following CSV file:

bulk-contributions.csv

Confirm that the date is set to 10/31/2023 instead of 11/1/2023.

Expected result

The contribution date should be set to 11/1/2023.

Actual result

The contribution date gets set to 10/31/2023.
