Allow package promotion to different channels

Currently, the builder UI does not allow a package promotion to a channel other than stable. It is required to use an API client/ CLI to promote a package to a different channel name.

It would be convenient to promote a package from the builder UI.

The below screen shows the proposal to promote a package to a channel. It would replace the current confirm dialog.
