SE21G: Search for quantity (in observation) - precision tests

Search on quantity value 2.0 should return 1.96

For quantity 2, it should expect observation which have value-quantity=2,
For 'lt2' it should expect value-qantity < 2,
For 'gt2' it should expect value-quantity > 2.

It is expecting wrong observation which is wrong.
