Test case conflict with constraints on FHIR r4 #330

There are some constraints defined on FHIR r4:
http://hl7.org/FHIr/condition.html#invs
http://hl7.org/FHIr/allergyintolerance.html#invs

But some crucible test failure is about conflict with the constraints: https://projectcrucible.org/servers/5f77a3ae04ebd00aff00005f#5f7a6ad404ebd07d41000012/resourcetest_condition/X010_Condition

I think test cases should follow the constraints defined on FHIR r4 to avoid constraint conflict.
