Issues with format and USCore tests for STU3.0.1

• RT07 and RT08 of format test is using the wrong reference.
  Currently it's referencing to R4(http://hl7.org/fhir/formats.html#wire) instead of STU3.0.1(http://hl7.org/fhir/STU3/formats.html#wire) for STU3.0.1. The tests suggest that 406 Not Acceptable, which is only introduced in R4, is the appropriate response instead of 415.
• USCore tests stopped working and returned large amount of text starting with "Fatal Error: undefined method `profile' for # ......"
