Fix filter panel on all datatables

What we're after

Collapsed filter panel not appearing as expected.

Additionally, the "Apply filters" button on legal searches does not disappear with the other filters in the panel

@JonellaCulmer will add a mockup for the desired state

• Filter panel now appears properly on all datatables with a collapsible filter panel
