Fixes to restart behavior: missing didOpen and duplicate workspace path. #3685

Fixed two issues with restart logic causing autocomplete to stop working on existing buffers.

The 'go_lsp_did_open' flag needed to be reset in order for the didOpen message to be properly sent.
For files that are modified the '!' at the end of 'bufdo' was necessary.

Also fixed a minor issue with the workspaceDirectories being duplicated on a restart as well.
