Issue: There were problems using a common build strategy to build cmake via bootstrap scripts on Cygwin/mingw - but we should resolve those.

The current solution is just to install prebuilt cmake via Cygwin's package config, but that installs it globally and breaks the isolation model of an esy package.

This might be related to esy/esy-bash#56 but I'm testing it out right now.

It still has a bootstrap problem when building with gcc and g++ but it at least completes building (unlike with mingw).
