What this does?

This PR addresses a request made by Ledger regarding the CI workflow through the following changes:

Updates the app building CI job to the Ledger's reusable_build action
Fixes functional tests job to adhere to the new build job
Fixes app version test, as new build job doesn't set DEBUG=1
