Vietnam data class is suffering from a timeout for all CI actions. It looks like the source website is down.

open.connection(con, "rb"): Timeout was reached: [covid19.ncsc.gov.vn] Connection timed out after 10084 milliseconds

Due to this blocking a crucial CRAN release support for Vietnam has been dropped from master. See the vietnam branch for this class.
