Scale dock badges and progress bars with icon size

What Happened?

Currently unity badges are very large at the small dock icon size and progress bars feel comically small at the large icon size

Steps to Reproduce

1. Add a progress bar and badge with granite demo
2. change the icon size in system settings
3. See that badges cover quite a lot of the icon at small sizes

Expected Behavior

We should scale styles based on dock icon size so that they look appropriately scaled whether the dock is large or small
