how to get the latest eksctl_Linux_amd64 binary

Hi all,

Currently we met an issue with eksctl version.
As k8s version v1.28 released and Release v0.160.0 starts support of v1.28.

The one we are in use is : https://github.com/eksctl-io/eksctl/releases/latest/download/eksctl_Linux_amd64.tar.gz

So my question is that how to get the latest eksctl_Linux_amd64 binary from one or same URL somewhere without updating the version as time goes on? in fact, we do not care the real version but just need the latest one in our weekly build.
