Admin
  keyring          Generate a new admin keyring [ OUT, CONTROLLER ]
  request          Generate an admin request [ DOMAIN, KEYRING ]
  sign             Sign a request and generate a DID proof [ REQUEST, KEYRING ]
  upload           TODO: Send the signed request to DID controller online

Participant
