Collapse usings on file open doesn't apply when the usings was manually expanded previously #76117

[severity:It bothers me. A fix would be nice]
I've enabled collapse usings on file open, which works fine. But if I manually expand the usings block, then close the file and re-open, the usings block is still expanded.
I thought this feature is for hiding large blocks of usings so that when I look at a file I don't have to scroll much to get to the code. But if I have to manually collapse a usings block that I expanded previously then I think that the feature has a bug. I would expect that if I close the file and re-open it, the block would show up again as collapsed.
