Enhancement: Setup Alerts for Proxy generation and delegation

Enhancement Description

Failing to create or delegate a proxy to FTS often goes unnoticed until symptoms and subsequent failures emerge.
We need alerts to detect and resolve these issues promptly.

Use Case

Detect issues with VOMS, IAM, Certs etc. sooner

Possible Solution

• Modify bash scripts to push to the Prometheus Push Gateway
• Setup alerts based on logs
