@daqiii and @schlafly have identified a 30-second overhead incurred in NTS that seems to be caused when astropy (pulled in by fiberassign and desiutil) tries and fails to download a new IERS table through the KPNO firewall.

After discussion in the survey-ops telecon, the path of least resistance might be to:

  • Make a tagged release of desiutil with IERS leap second + nutation parameters fixed to the values used by fiberassign at KPNO.
  • Make a tagged release of fiberassign that is reproducible.
  • Install both at KPNO.

We can discuss here before making relevant tickets in desiutil and fiberassign.
