Enable tool in newly created windows

Thank you for this wonderful plugin. Using the example configuration, the tool appears enabled in the default windows just fine. If I open a new window by selecting an item from the resource list however, the tool does not appear in that newly created window, even though I have imageCropper { enabled:true } in the global window configuration. Is this the expected behavior? Is there a way to simply enable the tool in every window?
