Is there a way to enclose the effects of the typewriter package locally, into an enviroment for exemple (with something like \typewriterON...\typewriterOFF or \begin{typewriter}..\end{typewriter})?

not currently, it probably wouldn't be too hard but would require fairly extensive rewrite as currently it just globally redefines everything as the package loads, so everything is set up for typewriter. Instead you would need the package load to just define a command to switch to that mode. Perhaps, but not today....
