Create Custom Problems

User Story

As a user, I would like to create my own problems with a series of custom testcases.

Detailed Description

The problem will consist of a problem name and a thorough description of the problem. The testcases will each consist of some input, and the correct output. The testcase information should be validated in some way.

Acceptance Criteria

• The user can navigate to the problem creation page
• The user can create their own problem, including a list of custom testcases
• The custom problems are visible as a list of titles on the profile
