Consolidate and refactor repo

Currently, this repo is a bit of a mess.

I've started moving portions into their own repos (with history) and starting new for others.

At this stage, only the verify-conformance bot has been moved (to https://github.com/cncf-infra/verify-conformance)

Things to relocate

• instant prow cluster (https://github.com/cncf-infra/prow-config/tree/master/.sharing.io) -> new repo or remove?
  • Pair is EOL so this might not be so useful
• prow.cncf.io configuration (https://github.com/cncf-infra/prow-config/tree/master/infra/aws/manifests)
  • GitOps (FluxCD) managed?
• prow.cncf.io Terraform -> cncf-infra/aws-infra
  • merge with other cncf-infra Terraform

I'm unsure what else should be kept and not just archived

• chart?
  • not used anymore but helpful for understanding configuring Prow
• org
  • legacy docs

Taking a look at the folder
https://github.com/cncf-infra/prow-config/tree/master/org
is minimal and mostly out dated.
Things that could be kept include

• https://github.com/cncf-infra/prow-config/blob/master/org/k8sConf-pr1493.org

ii/org is another story, see ii/org#24.
