In older versions of cirros, I had kept the 'buildroot' output around
http://download.cirros-cloud.net/0.4.0/buildroot_rootfs/

That is a tarball of just the buildroot artifacts (which is the input to bin/bundle).
It allows someone to re-bundle (a fairly quick cycle) without rebuilding.
