MISSION_SCIENCE_REP_3 and MISSION_SCIENCE_REP_4 are broken

Describe the bug

MISSION_SCIENCE_REP_3 spawns the required console just outside the refugee center.

MISSION_SCIENCE_REP_4 freezes the game for a while, spawns 4 copies of the required console just outside the refugee center, and sets the target coordinates very close to (2^31, 2^31). This also makes the overmap notes view apparently freeze the game (presumably because it's trying to render something stupidly far away?)

Steps To Reproduce

1. Go to refugee center
2. Do the lobby doctor's first 2 missions.
3. Accept lobby doctor's 3rd mission. (console spawns)
4. Use console to create mission data, complete mission, accept 4th mission (freeze, 4 more consoles spawn)

I'm glad somebody else experienced this and was bothered enough to report it.
I have not encountered an ice lab in my recent playthrough yet, do they still generate?

EDIT: the purpose of MISSION_SCIENCE_REP_4 being to guide you to your nearest Ice Lab

RoyalFox talked on discord about the ice lab they were in as of ~8/5. That's the most recent confirmation I'm aware of.
