Show number of unattached incident reports in UI

The link to "=> Incident Reports" at the top of the dispatch queue is subtle and lots of operators forget to do the maintenance to attach incident reports to incidents as they come in.

A badge/bubble next to this link that shows the number of unattached incident reports would draw attention to the fact that operators have maintenance obligations on that other tab and should switch over in a free moment.
