Dirt rangers often write an incident report about something they handled on shift but did not call in (and thus has no ims entry).
It would be helpful for operators to have a button to press when reviewing the incident report that does the following
A suggested heuristic is to then mark this new incident as "Closed" since these usually refer to past activities not ongoing.
