We sometimes open duplicates, either concurrently via 2 operators, or we start a new incident and realize that it actually reopens an existing one with more context.
A button to merge incidents would make it easier to get all the info in one place. Pressing the button would pop up a text field to enter the ims number of the incident to absorb into this one.
Call one incident the "surviving incident" and one the "absorbed incident"
all the info from the absorbed incident would go into the surviving incident
add a log entry in survivng incident of "Merging in IMS #xyz - "
give surviving incident the union of all rangers involved, incident types tagged
replay absorbed incident's comments into the log for surviving incident
move attached incident reports from absorbed to surviving incident
Finally the absorbed incident would be marked as "Closed" and receive one more log entry saying "merged into IMS #xyz" (Or perhaps that text would get appended to its summary)
There are some tricky judgement calls to make (what to do about location fields) but I think this would make the info much more discoverable.
