Already-attached incident reports showing in dropdown

The dropdown in the incident page used to attach an incident report now shows ALL incidents rather than merely the unattached ones. This leads to a very cluttered list of 100+ FIR's to search through visually.

I believe this is a regression, and previously only unattached incident reports were shown in the dropdown list.

This isn't quite a show-stopper but I think the likelihood of incident reports being properly attached is going to go down rapidly as the event goes on and this dropdown list becomes more and more unwieldy
