Add ability to attach documents to IMS incidents.

Of particular interest are images.

Some notes on my thoughts on requirements here:

This will require some functionality added to the python API
Some kind of no-internet-friendly file storage... so not S3, unless we want this to be a feature that goes down when the internet is out.
We may or may not want these delete-able since file storage could become hard to manage
I'm imagining support for images, short video clips & PDFs we should lock down a specific set of file types for security purposes.
