Support automatic reporting to Scorpion

The module should offer config options to add a Scorpion API token and a Scorpion service ID. If configured, the module should push last month's KPIs automatically to the Scorpion API (on the first day of a month).

We can do this although there are still KPIs reported manually because Scorpion can merge the reported KPIs for a month. This will reduce the manual effort for reporting the KPIs.
