SensibleSideButtons tells me it is not whitelisted (both popup and in menu bar dropdown), but it is already whitelisted.
MacOS: 14.1.1 (experienced same issue in 13.X)
Tried to reinstall SensibleSideButtons with AppCleaner and reenabled accessibility - with restarts in between.

Solution: Uninstall and install SaneSideButtons instead
